Here is a rare set of two 1960 annual Wisconsin Dog Tag License from Iowa County, #1594 & 1595.  Excellent
shape!
I gently used 0000 steel wool to take off the years of grime.  I only worked on it for a minute.  Continued cleaning with steel wool "might" make it even cleaner and shinier.  This is not brass, it feels like aluminum, but I can't be sure, I honestly don't know.
